US 10c Imperf Washington #4 MINT H OR Used and Regum Take A Look
This has been sitting here for years . I would describe as #4 BUT it is either MINT HINGED or it is a used stamp that was washed and regummed , hinged . You can see something around the upper right area that looks like either soiling or faint cancel ?? There are also a few tiny spots of toning on gum . NO CERTIFICATE
