Dec. 1861 cover from San Francisco, addressed to Dr. MacCormick, US Army, care of US Surgeon General in Washington DC, franked with  10c Sc. 68a dark green, v.f. 

Dr. MacCormicks name appears in the 1868 History of the United States Sanitary Commission in conjunction with his activities as the Head of Medical services of the Department of the Gulf of the US Sanitary Commission.   An experienced Army Surgeon, he is credited with keeping the Butler's Army occupying the New Orleans safe from yellow fever and other tropical diseases.   It was feared that the Northern troops will succumb to Louisiana's climate;  but "the city was cleansed as it never had been before, quarantines strictly enforced, ... needless exposure to the poisonous night atmosphere in the neighboorhood of swamps  had been avoided"'.  As the result of this precautionary measures, the number of sick soldiers through the summer of 1862 was kept to less than 2.5% of force - a result that far exceeded the military's rosiest expectations.
